Theoretical and applied aspects of the formation of the system of management of environmentally oriented development of the agricultural sector on innovative principles

Abstract

Goal. To substantiate theoretical and applied aspects of the formation of a system of management of environmentally oriented development of the agricultural sector on innovative principles. Methods. The theoretical and methodological basis of the study was an integrated approach that took into account the mutually agreed development of economic, environmental, and social processes. For its implementation, general scientific and special economic methods were used: dialectical — to generalize legislative and regulatory acts, scientific works of scientists on the problems of optimizing the management system of the agricultural sector on innovative principles; statistical — to determine the dynamics of indicators of the share of integrated technologies for the protection and restoration of soils, groundwater, surface water in the structure of capital investments; graphic — for visual visualization of data and illustration of the studied phenomena; analysis and synthesis — to substantiate the institutional foundations for the development of an ecologically oriented agricultural sector, as well as an abstract and logical approach — for theoretical generalization and formulation of conclusions. The information and legal basis of the study were legislative acts of Ukraine, and official materials of the State Statistics Service of Ukraine. Results. The current directions of modernization of agriculture were identified and summarized; the functions of institutions responsible for environmental policy at different levels of management were revealed; the conceptual scheme of formation and development of environmental policy in the agricultural sector was substantiated; the restraining factors of environmentally-oriented development of agricultural production were identified. Based on the research, the theoretical and applied aspects of the formation of the management system of the ecologically oriented development of the agrarian sector in the context of European integration processes that provided for the innovativeness of production activities were indicated. Conclusions. The critical role of regional institutions in ensuring the effective management of ecologically oriented development of the agricultural sector was scientifically substantiated. The institutions of the Carpathian region of Ukraine, responsible for environmental policy, can form a more adapted, efficient, and effective management of environmentally oriented development of the agricultural sector, contributing to the preservation of natural resources and improving the quality of life of the population.
