Scientific bases of innovative development of agrarian science at regional level

Abstract

The purpose. To enlighten methodological principles, conceptual rules and basic results of scientific probes concerning innovative development and transfer of techniques in a net of research and development establishments of regional level of National academy of agrarian sciences of Ukraine. To realize analysis of heading in innovatively-investment active segments of agroindustrial production of market-demanded high technology products and to offer paths of development of such activity. Methods. System analysis and generalization of information for enforcement of bank of the completed scientific developments. Script analysis of conditions of investment provision of innovative development of domestic agrarian and industrial complex in conditions European integration. Results. Scientific-organizational changes in the system of NAAS are illuminated. One of instances of such transformations is building five inter-regional centres of science which will promote innovative development of agrarian and industrial complex of regions, cooperation of scientific institutes of NAAS and institutions of agrarian formation with authorities and subjects of agrarian business. Methodological aspects of innovative development are analyzed. The model of market-adapted innovative infrastructure providing formation on the basis of research-and-production structures of NAAS of innovatively-transfer centres on implementation of business-projects in agricultural economies of regions is presented. Instances of pilot hi-tech business-clusters, among them «Biolan — nutrition for life», «Biogarden — blooming farm», «Bioregion — consistent area» are resulted. Data are given on tests, implementation and scientific-consulting accompaniment of innovations by scientists of Donetsk, Bukovyna and Poltava state agricultural experimental stations, institutes of agriculture of Steppe and North-East. Conclusions. On the basis of the lead probes on innovative activity the methodical baseline is generated, which envelopes all aspects of innovative development of NAAS and creates premises for implementation of these achievements, their adaptation to conditions of regions. The gained practical results are the scientific-organizational basis for innovative-investment development of agrarian science and formation of market infrastructure in agrarian and industrial complex.
